What do you need to act?

IMPULSE — Impulse Institute, an independent Polish think tank

Impulse Institute is an independent Polish think tank. We focus on changes that do not fit neatly within the boundaries of a single field, but can shape markets, institutions and the way decisions are made.

We look at the world from a Polish perspective. We bring relevant ideas and experience from abroad into the domestic debate, while working to give Polish knowledge and expertise a stronger place in international discussions.

For us, analysis has value when it leads somewhere: to a better question, a sounder decision or concrete action.

Information is abundant.
Judgement is not.

There is no shortage of data, commentary or expertise. The harder part is recognising which signals matter, connecting them with what is happening elsewhere and understanding what they may mean before the answer becomes obvious.

Impulse Institute was created to bridge the gap between noticing something and knowing what to do with it.

Our role is to make that path shorter.

SystemsTechnologiesPowerGrowth

We use these four words to organise our thinking, not to divide our work into separate projects.

Energy, AI, defence, infrastructure, diplomacy, industry and investment often overlap in practice. We are interested in what happens when a change in one area starts to affect another.

That is where we usually find the questions worth pursuing.

From Poland, outward.

Poland is where many of our questions begin, but not where we stop looking.

We bring relevant ideas and experience into the Polish debate, while taking Polish knowledge and expertise into a wider international conversation.

We translate in both directions.

Impulse Study · September 2026

Baltic Sea Security

From Situational Awareness to Coordinated Response

The Baltic Sea is increasingly well observed, but observation alone does not create security. This study looks at what happens between detecting a potential threat and mounting a coordinated response: how information is combined, assessed and shared, who is expected to act, and where gaps between institutions can still slow the process down.

More Analysis, Less Time

The Changing Value of Analytical Work

Access to information is no longer the main constraint on analytical work. Data can be collected, compared and processed faster than before, but that does not reduce the need to judge what matters, what is reliable and what consequences may follow. The value of analysis is shifting from producing more content towards selection, synthesis and delivering the right knowledge at the right moment.

The Authenticity Premium

How to Monetize Trust in the Age of Synthetic Reality

As convincing content, images and identities become easier to generate, something much harder to replicate may become more valuable: verifiable provenance, accountability and trust. In an upcoming Impulse Insight, we look at whether authenticity itself is becoming a new source of value — and what that could mean for companies, institutions and brands operating in a world that is increasingly difficult to verify.

We build around the question.

Some problems can be understood by one person. Others require different kinds of expertise.

For larger projects, we build the team around the problem. The result does not always have to be a report. It may be a briefing, workshop, task force or another format that fits the question.

We understand the problem first. The format comes second.

People.

Impulse has a small permanent team and works with a wider group of experts and practitioners.

We come from different professional backgrounds, which is intentional.

Advisory Board

Our Advisory Board will bring together people whose experience can help us grow, challenge our assumptions and notice questions we might otherwise miss.

We still have to earn that trust.

Stay ahead of the obvious.

Signals is where we share developments, ideas and questions that made us stop and look twice.

We are not interested in summarising everything that happened during the week. We would rather pick a few things and explain why we think they may matter more than they appear to today.

Sometimes that takes three paragraphs. Sometimes it takes an essay.

What deserves attention before it becomes obvious.
